Currently the DOD (department of defense) is working with FAA (federal aviation authority) to develop rules to govern the flights, said Mary Ottman at the AUVSI Unmanned Systems Program Review 2012 conference in Washington, D.C. “The ultimate goal is that an unmanned aerial system can ‘file and fly’ like a manned system,” said Ottman, adding that DOD must work with the FAA to develop regulatory guidance to better manage UAS transits. This means better implementation of a Ground-Based Sense-and-Avoid System (GBSAA), designed to help UAS to navigate commercial airspace—a system which is still in development as various telecom supply outlets are recruited to build out the system.

But this step has greater significance than many people may suspect. While in the short term it will allow the government to move UAVs around the nation with greater ease, long term it may pave the way for civilian unmanned cargo planes or even passenger planes—a whole new breed of aerial transportation options.
